We don't remember Madame Toussaud's Wax Museum being on the harbor (the prominant building with columns), and the white Undersea Garden boat was definitely not there 29 years ago. The Parliament building (green copper dome) dominated the harbor to the right of the Empress, though. Victoria is the capitol of British Columbia, and there is a Throne Room in the Parliament building for when the Queen visits.
